has anyone used or heard about a optima tuning high performance module,  looking at one with a good price on it and need advice

 Those modules on E-Bay are pretty much a $0.0001 resistor that splices in to your intake air temperature sensor to trick the car's computer into thinking it getting denser cooler air so it gives it more fuel. You usually have to cut and splice your factory wiring. As far as 25HP not even close if your lucky 2.5 with a tail wind.
