Have a 1968 mini cooper and noticed that when the car is running and very (almost impossible) to get into 1st, 2nd a better.  However if I turn off the engine goes into first easily.  ???

Sounds like a worn clutch. 
Even with a clutch that is completely gone, you can typically put the car into gear if the engine is off. 
This is true for any manual transmission car.

Sounds like it's not fully dis engaging.  I don't know jack about the original mini's but if it's mechanical linkage check the adjustment, if it's hydraulic try bleeding it, then replace the slave or master cylinder.

It's hydraulic so check that system first.  Also, I believe it's the pivot for the throwout fork gets worn over time and wont allow the clutch to fully disengage.
One good turn deserves another...and another...
