   Saw a dark blue with white bonnet stripes coming from the Mukilteo Ferry going southbound I was heading north.   Guy had his river window opened but no response nor wave. Boo hoo another non waver.  Also Pepper White heading northbound on Everett Mall Way she was on her cell phone. Didn't even bother to wave.
